Bilaspur Collector Tightens CM Helpline Review, Orders Direct Calls to Complainants
Officials told to prioritise public grievances, keep special-closure cases below 10%; paddy procurement preparations must be completed before November 5

Bilaspur, October 21, 2026: Bilaspur district administration has stepped up its focus on complaints registered through the CM Helpline, with Collector-level directions calling for greater accountability and more effective grievance redressal. Officials have been instructed to speak directly with complainants, understand their problems and inform them about the action taken to resolve their grievances.
The directions were issued during the district’s weekly time-limit review meeting chaired by District Panchayat Chief Executive Officer Sandeep Agrawal, acting on the Collector’s instructions. The meeting reviewed pending cases, the implementation of government schemes and preparations for the upcoming paddy procurement season.
Agrawal said the Chief Minister was personally reviewing CM Helpline complaints and directed officials to treat them with seriousness. He emphasised that resolving a complaint should involve more than simply closing a case on record; applicants must also be informed about the outcome.
CM Helpline complaints under close scrutiny
During the department-wise review, Agrawal instructed officers to contact applicants themselves, listen to their concerns and communicate the outcome after the grievance has been addressed.
He also called for special scrutiny of cases closed under the special-closure category, directing departments to ensure that their proportion does not exceed 10 per cent.
The instructions are aimed at improving accountability, strengthening communication between government departments and citizens, and ensuring that complaints are resolved effectively. Departments have been asked to review pending cases regularly and take timely action.
Paddy procurement preparations must be completed before November 5
The meeting also reviewed arrangements for the upcoming paddy procurement season. Officials informed the administration that procurement would take place through 130 cooperative societies, including 14 newly established societies. Sites for the new societies have been identified.
Agrawal directed the concerned departments to ensure that all procurement centres are adequately prepared before November 5. Arrangements for computer operators, cleanliness and weighing equipment must be completed in accordance with the prescribed 35-point checklist.
Food department officials informed the meeting that new gunny bags had been received and physical verification of gunny bags supplied by millers was underway.
Agrawal said paddy procurement was a top government priority and instructed officials to complete all preparations within the stipulated deadline.
District-level Rajyotsav on November 2
Bilaspur will organise its one-day district-level Rajyotsav at the Police Parade Ground on November 2. The theme for this year’s celebration will be “Empowered Women, Youth in Flight” (Sashakt Nari, Yuva Udaan).
The programme will feature cultural performances and development exhibition stalls showcasing the work of various government departments.
Agrawal directed departments to coordinate their efforts and complete preparations on time. Government offices will also be illuminated from November 1 to 3.
Review of e-Office, court cases and government schemes
The meeting reviewed the implementation of PM-JANMAN, the functioning of e-Office, cases requiring submission of replies and affidavits before the High Court, and progress on the Chief Minister’s announcements.
Agrawal instructed officials to ensure compliance with the e-attendance system and directed Sub-Divisional Magistrates (SDMs) to regularly review these matters in their respective subdivisions.
Officials were also instructed to complete the training courses prescribed under the e-Karmayogi programme. The meeting was informed that completion of these courses had been made mandatory for confidential reports (CRs), promotions and time-bound career progression.
Jal Jeevan Mission payments to be expedited
Reviewing the progress of Jal Jeevan Mission works and pending payments, Agrawal directed officials to expedite payments to contractors for completed works.
Expressing concern over the district’s lagging payment progress, he instructed the concerned departments to accelerate the process and clear eligible pending payments without unnecessary delay.
Additional Collector Virendra Bahadur Panchbhai and other district-level officers attended the meeting.
The review focused on improving public grievance redressal, ensuring timely preparations for paddy procurement and accelerating the implementation of key government schemes across Bilaspur district.
