Skilling MoU with Singapore’s ITE Education Services adds a major employment-focused dimension to CM Vishnu Deo Sai’s Singapore visit

Raipur, October 6, 2026: Chhattisgarh’s Singapore mission has ended on a high note, with the state securing 43,600 crore in FDI commitments, a fresh 350 crore agro-processing investment proposal, and a major skilling partnership aimed at preparing the state’s youth for industry-driven employment.
On the final day of Chief Minister Vishnu Deo Sai’s Singapore visit, the Government of Chhattisgarh signed an MoU with ITE Education Services, Singapore, for collaboration in technical and vocational education and training.
The partnership is aimed at developing industry-aligned curricula, strengthening instructor capabilities and creating stronger pathways to employment for young people in Chhattisgarh.
The delegation also visited an ITE college to understand Singapore’s industry-linked skilling model, under which global companies such as Cisco, BYD and Singapore Airlines work with ITE institutions on curriculum, training and equipment.
“Investment brings industry, but it is skilled people who make it succeed,” Chief Minister Vishnu Deo Sai said, underlining the government’s focus on linking investment with employment and skill development.
₹350 Crore Agro-Processing Hub
In another significant development, Chief Minister Sai presented an Invitation to Invest worth ₹350 crore to Singapore-headquartered Valency International Pte Ltd, a global agribusiness group operating across 22 countries.
The company plans to establish an Integrated Agro and Food Processing and Export Hub in Chhattisgarh.
The proposed facility will process cashew, sesame, pulses and groundnut, creating new market opportunities for farmers while adding value to agricultural produce within the state.
The project is also expected to generate local employment and strengthen Chhattisgarh’s position as an emerging destination for agro-processing and export-oriented investment.
High-Level Singapore Talks
During the visit, CM Sai met Singapore’s Foreign Minister Dr Vivian Balakrishnan. The two sides discussed expanding India-Singapore cooperation at the state level, particularly in investment, skill development, urban planning and technology.
The discussions also explored how Singapore’s global expertise could contribute to Chhattisgarh’s long-term growth and development.
Global CEOs Take Note of Chhattisgarh
At a CEO Roundtable, CM Sai interacted with senior representatives from more than 15 global companies, including TCS, SMBC, Tolaram Group, Agrocorp, Indian Ocean Group and Blue Aqua.
The Chief Minister presented Chhattisgarh’s reform-driven governance framework and investor-friendly ecosystem, while discussions covered potential partnerships in technology, banking, agribusiness, aquaculture and food processing.
AI, Digital Finance and Global Start-up Access
Sai also held discussions with the leadership of the Global Finance & Technology Network (GFTN), an initiative of the Monetary Authority of Singapore.
The discussions focused on creating opportunities to train Chhattisgarh’s youth in AI and digital finance, helping state-based startups connect with global investors and establishing technology labs focused on emerging technologies.
With investment commitments, skilling partnerships and technology-focused engagements, the Singapore visit has opened multiple avenues for Chhattisgarh to deepen its links with the global business ecosystem.
The state delegation is scheduled to return to Raipur on October 7.
