Chhattisgarh Liquor Scam: Bilaspur High Court Rejects Anwar Dhebar’s Plea Challenging Arrest

Bilaspur, July 29, 2025: In a major setback for Anwar Dhebar, the prime accused in the over ₹2,000 crore liquor scam in Chhattisgarh, the Bilaspur High Court has rejected his petition challenging the legality of his arrest.

Anwar Dhebar had filed a writ petition in the High Court seeking to declare his arrest unconstitutional. He also requested the court to quash the FIR, police remand orders, and the entire arrest procedure.

Dhebar was arrested by the Anti-Corruption Bureau (ACB) on April 4 in connection with the excise scam. In his petition, he alleged that he was taken into custody without any formal legal notice and that his family was not informed about his arrest. He further claimed that although the formal arrest was shown at 2 PM on April 5, he was not provided with a copy of the arrest memo, the reasons for his arrest, or the case diary. He argued that this was a violation of Articles 21 and 22 of the Indian Constitution, as well as the Supreme Court’s guidelines.

The petitioner also sought to nullify the police remand orders issued by the Special Judge (P.C. Act) on April 5 and 8.

Representing the state government, legal officers from the Advocate General’s office argued that Dhebar’s arrest was carried out strictly in accordance with legal procedures. They also pointed out that his previous bail applications had already been rejected twice.

After hearing both sides, the High Court observed that there were no procedural lapses in Dhebar’s arrest and no violation of constitutional rights or Supreme Court guidelines. With these remarks, the court dismissed the petition.
